The European Union is granting 12.5 billion Euros to the expansion of the Polish road network, which remains the main concern of the EU financial perspective 2014 - 2020. During this period, its goal is to establish a connection network between the capital city of Warsaw, 15 regional metropolises, and their connections to the Trans-European Transport Network (TENT-T). The bulk of the funds will be invested into the construction of new road links, but occasionally may be allotted for renovations. Other financing objectives are the facilities of the security services and the improvement of traffic flow, including a deployment of Intelligent Transport Systems (ITS). The General Directorate for National Roads and Motorways (GDDKiA) holds the largest responsibility for these plans, as they are also the biggest customer.

Together with municipalities, these projects should ensure that local traffic flow becomes more efficient. Arterial roads and bypasses are to be built outside the TEN-T network.
With the help of EU funding and under the Infrastructure and Environment Operational Programme, 131 major projects are to be implemented. Thirty-five railway projects, eight in the field of water transport, fifty-five in road transport and thirty-nine in energy. In order to use the new infrastructure effectively, the metropolis is investing 2.3 billion euros for the modernization of the city’s public transport systems. This is in addition to the funding for the ITS projects and for the network of the rails and new bus stops and stations. This opens up opportunities for vendors of fleet vehicle suppliers. The best prospects have alternative drive concepts such as electric, hybrid, or hydrogen cars. Vehicles with combustion engines should have a minimum of EURO 6 emission classification.
Fourteen cities have city-wide trams and an additional subway is available for use in Warsaw. The main focus should be on this kind of public transportation.
